Artificial Intelligence Act
Strasbourg, 13 June 2023 - I voted in favour of this important report on harmonized rules on artificial intelligence (Artificial Intelligence Regulation).
This Regulation (“AI Act”) could be the world's first legislation on artificial intelligence (AI) and contains harmonized rules for placing such systems on the market. The text distinguishes between three categories of AI systems: prohibited, high-risk and low-risk, and contains specific obligations for fundamental models such as “ChatGPT”. The Green Group has been advocating a human-centered approach to AI. We want to put fundamental rights at the heart of AI legislation and have managed to cover a number of obligations, including a fundamental rights impact assessment, which will have a significant impact on how systems are developed and used in the EU.
A series of bans will make dangerous and anti-democratic practices impossible, including mass biometric surveillance, AI systems used to recognize emotions, gender or sexual orientation, or AI used for predictive policing. Some of these AI applications are already in use in authoritarian countries, such as Russia and China. All these bans were not part of the Commission's proposal and therefore represent a major achievement for our group.
