Comission answers question on mitigation of pandemics and other cross-border threats to health
Brussels, 2 July 2020 - The European Commission replied a question made by MEP Francisco Guerreiro on European Court of Auditors (ECA) recommendations for the mitigation of pandemics and other cross-border threats to health. The Commission ensures that it has applied ECA’s recommendations, namely the development of a strategic roadmap for the Health Security Council.

“In 2016, the European Court of Auditors (ECA) report stated that the European Union presented several weaknesses in its plan to protect citizens from pandemics and other cross-border health threats, making some recommendations in that sense.
The European Court of Auditors also warned the EC in 2016 that its alert and response system needs to be updated to face diseases like Covid-19. It is now necessary to know whether this warning was taken into account and if the ECA’s recommendations that could have mitigated the effects of the virus were applied.
Therefore, I addressed the following questions to the CE:
- Which of the ECA’s recommendations has the Commission implemented and how has it done so?
- How has the Commission sought to increase cooperation between the EU and Member States in these areas?
- What funding has been allocated to implement these recommendations and what programmes or services will be funded from the 2021-2027 Multiannual Financial Framework?
