Implementation report on the EU Strategy for the Equal Treatment of LGBTIQ Persons 2020-2025

The report presents conclusions and recommendations, referring to the four pillars of the LGBTIQ Equality Strategy 2020-2025: (1) Combating discrimination against LGBTIQ people; (2) Ensuring the safety of LGBTIQ people; (3) Building inclusive LGBTIQ societies; (4) Leading the call for LGBTIQ equality worldwide.


The report calls on the EU and Member States to truly mainstream LGBTIQ+ rights in all EU policies. It also calls on the EU and member states to promote inclusive policies and safe environments in housing, employment, health, education, culture, sport and other sectors. The text recognizes the current challenges for the safety of LGBTIQ+ people across Europe, highlighting that developments in some Member States have shown that progress on LGBTIQ+ rights cannot be taken for granted. The report calls on the EU and Member States to include LGBTIQ+ people in the design of socio-economic and housing policies. It also reiterates calls for the protection and promotion of the rights of rainbow families. 

 The rapporteur calls on the EU to set an example and take a leading role in promoting LGBTIQ+ rights around the world, including through funding, humanitarian aid and asylum policies. The report calls on the Commission to prepare a new LGBTIQ+ Equality Strategy for 2025-2030. For it to be effective, it must be accompanied by an implementation plan, a strong mainstreaming and resource allocation framework, and include a timeline, ensuring Monitoring, Evaluation, Accountability and Learning (MEAL) processes, including consultation with LGBTIQ+ organizations. The rapporteur calls on the Commission to guarantee a mandate for the Commissioner for Equality and Diversity in the next mandate.
