RBI: Francisco Guerreiro presents proposal to European Commission for RBI pilot project
Brussels, November 17, 2023 - Francisco Guerreiro MEP presented the European Commission with a motion for a resolution that aims to create an Unconditional Basic Income pilot project across the European Union.
This proposal will be presented to the European Parliament's Budget Committee.

Motion for a resolution of the European Parliament [on the protection of children] / [entitled “Towards European action on the protection of children”]
The European Parliament,
- having regard to Articles 151 and 156 of the Treaty on the Functioning of the European Union,
- having regard to Rule 143 of its Rules of Procedure,
A. whereas there are almost 100 million citizens of the European Union at risk of poverty or social exclusion;
B. whereas the allocation of a basic income must be universal, individual and free of obligation
C. whereas several pilot projects have already been carried out in various regions of the world, including in some Member States;
1. calls on the Commission to set up an Unconditional Basic Income pilot project throughout the European Union (EU);
2. Stresses the importance of also establishing a scientific and multidisciplinary group to monitor the project and analyze the final data from the experiment;
3. Urges the Commission to ensure full security, transparency, suitability and public accessibility of the project in the allocation of financial resources, in the study methodology, in the processing of the data collected and in the publication of the socio-economic results;
4. Calls on the Commission to ensure adequate funding for the project from the EU's multiannual budget.
