Voting rights of mobile citizens of the Union in elections to the European Parliament
The number of non-national citizens of the Union of voting age is estimated at 13.3 million. However, the turnout rate for non-national Union citizens is still low compared to that of national citizens. It is therefore clear that, despite the provisions of Directive 93/109/EC, non-national EU citizens continue to face numerous obstacles to exercising their electoral rights in elections to the European Parliament. The main obstacles seem to be the difficulties of timely access to correct information on how to vote and stand as a candidate, complex registration procedures and the consequences of deregistration in the elections in the Member State of origin. More ambitious measures need to be taken to effectively ensure broad and inclusive participation in the 2024 European Parliament elections, reduce inhibiting registration requirements, support mobile EU citizens in exercising their rights and protect the integrity of the elections.
